Housing subsidy programs

Housing subsidy programs Corporation Waskahegen and the Société d'Habitation du Québec (SHQ) concerned about the needs of Natives living off-reserves, as regards to housing, offer specific programs addressed to the owner-occupiers in addition to the programs AccèsLogis and Affordable Housing that aim at the construction of new social housing units.

After having set up a special committee in 2002, called « comité terrain », elected to submit an in-depth reform of the programs designed to improve the habitat and whose report was submitted in fall 2004, Corporation Waskahegen and the Alliance autochtone du Québec are still waiting for the willingness of the Quebec Government to answer their request of a new program, better and specific to its Native clientele. For priority reasons, that are not those that we would have hoped for, the Government has chosen instead to bring up an administrative reform, with the objective to submit a reform of its actual programs before the end of 2007.

 


The Government of Quebec, via its Minister of the municipal Affairs and the Regions, Madam Nathalie Normandeau, has just given a budget of 355 000$ to Corporation Waskahegen, partner of the Société d’habitation du Québec for the delivery of the programs addressed to the Natives living off-reserves, for the schedule of the year 2007-2008.

By the same occasion, Madame Normandeau announced the important modifications made to those programs.

RénoVillage

The RénoVillage program is entitled to the owner-occupiers who live in a rural environment in a locality of less than 5000 citizens. For the localities of more than 5000 citizens, the program is made for the sectors that are not served by a network of aqueduct or sewer. The municipal evaluation of the residence excluding the value of the plot might be up to a maximum of 75 000$.

Acceptable repairs

The renovation project must require an investment of at least 2000$ aiming to correct one or more major defects among the following list:

  • structure;
  • the frame;
  • the electricity;
  • the heating;
  • he plumbing;
  • the fire safety.

The financing

The financial assistance is only given once the work is completed. It is calculated according to the incomes of the household and it can reach up to 90% of the cost of acceptable repairs, without however exceeding 10 000 $.

 

 

The Emergency Repair Program (ERP)

The Emergency Repair Program was created for the owner-occupiers with a really low income, financially unable to do the mandatory repairs, living in a rural environment and whose residence presents one or more defects which constitute an immediate threat to the safety or the health of the occupants. The municipal evaluation of the residence excluding the value of the plot could reach a maximum of 75 000 $.

Financial assistance

Following the completion of the work of repair, the subsidy poured by the SHQ is equal to the cost of acceptable repairs. On the other hand, it cannot exceed 5 000$, except for the more distant regions located at the north of the St. Lawrence River where the subsidy can reach up to 6 150 $ and even 7 700 $ for the northern regions.

Maximum household income

  • 16 500 $ : Household of one person
  • 20 000 $ : Household of two or three persons
  • 23 000 $ : Household of four or five persons
  • 25 000 $ : Household of six persons and more

Open budget for 2007-2008

The 2007-2008 budget granted is of 355 000$ for the RénoVillage program. For the persons who wish to benefit from it, please contact our coordinator.

 

 
Residential Adaptation Assistance Program (RAAP)

The residential adaptation Assistance program helps the handicapped person (regardless of its income) in order to pay the necessary expenses to make its housing accessible and adapted.

Acceptable Buildings

All buildings, being used entirely or partly as a main home by the handicapped person, is acceptable. It can be:

  • a one-family house;
  • a rental housing;
  • house of rooms;
  • a mobile house;
  • a condominium.

The financing

The financial assistance can reach up to 16 000$ for an owner-occupier household, 8 000$ for a household renting a housing, and 4000$ for the tenants of a room. For any request for assistance, please contact the coordinator of the program.

All requests concerning the RAAP program must be made directly to your local community. This one will be given the responsibility to transmit the file to us. Inscription cards are available in your communities.

 

 

Home Adaptation for seniors’ Independence (HASI)

The program grants a financial assistance to the 65 years old people and older, with low income, to help them to make minor adaptations to their house or their housing.

If the work is done by a contractor, the amount of the assistant can reach up to 3 500$. If not, only the cost of the materials or the equipment for up to 1 750$ will be considered.

New Constructions

Affordable Housing and AccèsLogis

These programs permit the construction of new residential units for the persons with low to modest income. However, only the municipalities whose rate of inoccupation is lower than 3% are acceptable within this program.

Corporation Waskahegen is presently working at the realization of some projects, mainly in the municipalities meeting the criteria of those programs.
